The challenges presented by a Sustainable Development Strategy inevitably led to an Integrated Management of Coastal Zones and Oceans, of their resources and activities, aiming to an economic growth, environmental protection and social cohesion.

 
Portugal’s Atlantic dimension in the European Union should be viewed from a wider territorial perspective, in which the maritime territory holds a strong influence over the land territory and its communities.
 
Cascais comprises roughly 30 km of shoreline, of a unique ecological and landscape richness. Tourism and maritime activities are historically relevant and, in some sectors, present a high development potential thanks to the existing infrastructures that allow international nautical events to be held. Moreover, it is still significant the association between local identity and fishing, persisting despite the problems derived from the sector's modernization and adaptation to European Policies.
 
Following the good maritime governance recommended both by the European Green Paper on Maritime Policy and the National Strategy for the Sea, and resulting from the combined efforts of the Cascais Town Council and local partners – Cascais Nautic Club and Cascais Ecology Group -, the Agência Cascais Atlântico was set in motion in 2007 with the following objectives:
 
a)       Conduct studies that promote the understanding of the maritime reality in Cascais;
b)       Evaluate and promote maritime benefits related to Cascais;
c)       Execute or participate in marine education projects with schools in Cascais;
d)       Advise locals, economic agents and public entities regarding the Sea, by promoting innovating measures and technology exchange;
e)       Promote the collaboration with other public or private entities, national or foreign, seeking sea-related technical, scientific and economical development;
f)         Support the Cascais Town Council in the integration of maritime policies.
